Monarch can use his energy to increase his physical strength. I've already explained Superman Prime One Million. Cosmic Hulk gets more powerful by absorbing Cosmic radiation, like regular Hulk gets more powerful by Rage. War Hulk was able to access his strength without needing anger/rage. which essentially gives him access to Unlimited strength. Cosmic Hulk does not have that. one feat of War Hulk, was that he was actually able to Stop the Juggernaut, a guy whose power is 'unstoppable momentum'. Gladiators power level depends on his confidence: "The more confident he is in being able to complete the task at hand, the more powerful he becomes." Gladiator with 100% confidence, has, again, Unlimited strength. Magus in himself has sufficient strength to take down Thanos(pre-resurrection), and augmented by the Power Gem, he has, again, Unlimited strength Power Gem: "Powers: Unlimited physical strength, endurance, and energy manipulation" Cosmic Hulk is powerful, yes. insanely so, yes. but his strength is not unlimited. Superman Prime One Million, is again Insanely powerful. but like Cosmic Hulk, his strength has finite limits. Everybody is basing it on power when most of the battles in comics aren't won by Power. Me if I have a team I want to make sure I have a genius on it like Dr.Doom rather then all powerhouses. War Hulk is able to access his powers without needing rage to do so. Hulk's power has been, for all purposes and intents, stated to be limitless, only limited by the amount of rage he has. War Hulk bypasses this and has full access to it. As for SS4 Gogeta, even he has limits to his strength and durability unlike War Hulk does. Gladiator at 100% confidence = unlimited strength Juggernaut shouldn't even be on the list, with the possible exception of the '100% Cyttorak powers' version of him. also, the only version of Superman worth putting on that list is Superman-Prime One Million. Doomsday is another being that shouldn't be on the list, his strength has proven to have definite, Finite limits. he killed Standard superman, yes. but was beaten himself at the same time. if you want a list of winners: Superman Prime One MillionWar HulkGladiator 100% ConfidenceChampion with Power GemMagus with Power Gem all of the above have unlimited strength and durability, even without using any other powers they may have to enhance themselves. no one else that has been posted can make that claim. Also regular Supes can go toe to toe with Hulk on any day and give him the fight of his life. This Supes is literally 1 million times stronger. Monarch defeated 3 Supermen, 3 Wonderwomen, 3 GLs, 3 Flashes, Martian Manhunter, and Lobo in less than 3 minutes. Captain Atom has near limitless power and Monarch absorbed 31 of him. Its not superman powered up. Its an altenate version of supes from the future. Also Monarch IS the being that absorbed all of the Atoms so that grants him the strength shown in Final Crisis.
