Whilst Val himself is a normal guy, he had a martial art that could stalemate Superboy. I certainly wouldn't call someone who could do that "street level". Anyone who can take on characters of such high caliber in a straight up fight seem a little higher than street level. Most my knowledge has been gathered from second hand sources (cartoons, movies, this site) so I have to infer a lot so it's why I posed the question, so go ahead and take what I say with a grain of salt. I'd consider Capitan America and Wolverine street level, just like top tier street level. The reason for this, and correct me if I'm wrong, is that they can be beat - in a pure physical contests (although for Wolverine something else might be involved to get around his healing factor - by street levelers. Cap is a regular human at its peak. He doesnt really have any power. He is just extremely talented. Im just agreeing with Dark Ranger about them being classified as "street level". At street level I just believe that a character who can easily contend with top tier characters with to enhancements or gadgets, just regular abilities are above street a little. Green Lantern, Magneto, Spiderman, Rogue, Iron Man, Flash, etc. When I think of street level I think of Captain America, Black Widow, Punisher, Batman, Nightwing, and Deathstroke.
