Poor Falcon.No I was thinking of an angry 15 year old kid, who when faced with adversity, resorts to calling people retards or mentally impaired. At first I was annoyed with him, but then again he is a 15 year old kid. A typical 15 year old kid who has pent up emotions and doesn't know how to deal with them so he resorts to his trusty tube sock for release, or just let's out his frustration over the internet. In Flash Rebirth they specifically state that they are building up to light speed and then once they achieve it they sped up again to run back in time. So no, they cant.
