By far.But Joker has unpredictability and better resources on his hands. Plus, i see joker as being more ruthless, like, he'll flood times square with joker toxin killing hundreds of people, just to get one of Deathstrokes goons or something. Because he does not need to be, Deathstroke would just do some research and planning, then shoot Joker in the face from about a mile away with a high powered rifle. Joker has connections in very high places, as well as a huge mob. When Joker is being serious, and he wants you dead, you are pretty much dead.
