As the kindly old neighbor walk away, Penny reaches into the mailbox, grabs a package and rips it open, revealing a tape recorder with an old-fashioned casette. The tape plays: "Penny, this is Chief Quimby. COBRA has obtained a new weapon, the Black Matter Generator. With it, they can form minitature black holes that can suck any part of the Earth into the void. COBRA has been using to suck military bases in Australia, China, Japan, England, Scotland and India into the void. Normally, G.I. Joe would take care of the issue...but the Joe Team assigned to the mission has been kidnapped! So, you must head to COBRA Headquarters, disable the Black Matter Generator and rescue the Joe Team. This message will self-destruct in 55 seconds." Penny lifts a nearby manhole cover and tosses the tape recorder inside the manhole, letting it explode harmlessly into the sewers.
