Second off, Andrew Ryan is richer. He built an entire city under the sea, do you have any idea what an engineering feat that is? Not only that, he did it in the 1940s. Bruce Wayne couldn't even rebuild Gotham after an earthquake struck it in No Man's Land. Third off, Andrew Ryan, I think, is by far the more interesting character. He serves largely as a response to political thematics discussed in Ayn Rand's books. Andrew Ryan is a visionary, the thematics behind his being are a lot more complicated than Batman's. The irony of how his dream fell, the subleties of his psychology, even his "on screen" persona, are all enthralling. Few people get what he means when he says "A man chooses, a slave obeys." Its not just some random thing he says while his son is beating his face in with a 9 iron, its part of his views on what he sees a utopia for humanity as. Is Andrew Ryan a villain? Not necessarily. Is he a hero? Can't really call him that either. He has unique views on ehtical matters, but he never oversteps the law, thats part of the intrigue behind the character. He is a man who failed-- became what he ran from, but at the same time, a man who remains true to his ideals. Is he greedy, or a supreme believer in human volition? One has Batman #1, another is the one that has Bats and Spidey switched around, and then a third has it like you said. So, who knows. But those 3 are definitely at the top.
