Merlin sees that Steve deserves another life, so he grants his wish and brings him back to life. Steve Rodgers happy to be back but even happier to get back to being Captain America, Bucky Barnes arrives at the news of Steve being alive. Steve noticing that Bucky was in a Captain America outfit that Bucky must have succeded him. Knowing that Steve is alive Bucky doesn't want to give up being Captain America. Cause Steve Rodgers did really die, the gun used on him instead transported him to a fixed position in space and time. But you got the part that Winter Soldier (Bucky) took over for him right.
