My plan with the whole "Cuban Civil War" was for Tommy to back the overthrow of the Castro regime and put in a corrupt government that turns a blind eye to a lot of Tommy's criminal operations and also a chance for him to back the building of Casinos and resorts. I am considering if I should retcon this or not. I might introduce a new ally for Tommy, Mike Tereno. (corrupt government agent) Any other ideas for stuff I could do?
