The Daleks depends on who is writing them. Daleks go from bumbling idiots who can't go up stairs to pan-galactic time-traveling threats.

With that in mind, if Daleks are at their weakest, I'd say it goes for the Galactic Empire, if Daleks are at their most competent, then they win.

Now I think I remember something of Dalek history.

 

I think that they all did get wiped out in the Time Wars. All the rest (the incompetent ones) were rip off, copies of the Daleks.

 

The ones in that vid however were the true Daleks who hid in the space between dimensions or something like that.
