If he went to grab Bats with his arm fully extended, Bats could strike the top of his forearm and the back of his elbow and cause great pain straining the joints. If Bats kicked Waylon in the knee from the side, it could cause pain. First off, most of the force from the kick would be dissapated by the scales, secondly Batman doesn't have enough force in his kick, to cause pain, if Waylon can take heavy calibre bullets without flinching, then a kick from a human, won't do shit. And again, you're going off the assumption that the force from Batmans strike would be sufficient to cause pain, when we haven't seen any evidence to support that theory.
