Possible arc. Probably not (due to laziness), but maybe.

Commissioner Kaden Green studied the many papers on his desk; his lamp was getting low. The newspaper on his desk read: Gotham Gazette, and the headlines read Three More Killed by Jack the Ripper.

 

"I don't get it," he kept repeating, shaking his head. "I just don't get it. This man has brutally murdered seven people in the last three weeks. He hasn't even come close to getting caught... Wilson?" he called into the lobby of the police station.

 

Moments later a young man appeared. He was mostly cleanshaven but had a scruff of a goatee growing on his lower lip and chin. His hair was a sort of oak-tree brown. His bifocals gave him the look of an owl.

 

"Yessir? How can I assist you?"

 

"I need more coffee. Could you get me some? I need it to keep going... it's going to be a long, long night. There's too much going on here, too much crime. We just can't handle it all."

 

"Well, sir, if I might? Extend the arm of the law. Crack down hard, recruit more people. We could use the help. Maybe a militia could lessen the burden. Curfew?"

 

"Curfew's too much, Gotham's too big. But a militia is a good idea. We always need more recruits, Wilson. But I do like the way you think. Keep this up and I'll give you a promotion. Though, I'd need permission from the mayor." Green smiled at the kid. He might have a future in the force.

The Ripper smiled. He had a target for tonight.

 

A slim thing, just clearing a hundred twenty pounds if he had to guess. Good figure. Raven hair, straight. Large, dark eyes. Pale complexion.

 

Perfect.

 

He stepped from the shadows as she passed, bumping into her.

 

"Oh, so sorry m'dear."

 

She'd dropped her purse. "Oh, no..." she groaned.

 

"Allow me to pick it up, m'dam. It was my fault, not looking where I was going."

 

"Oh, um, no... it's fine. I wasn't really paying attention either," she said, brushing her hair from her eyes.

 

He kept his top hat's brim low, concealing his face from her. He picked up the bag and was suddenly brandishing a large cutting knife, easily obtainable from a general store in the city.

 

He had kept notes over the years. Victims were more likely to focus on the weapon than the face of their assailant. Not that he was going to let her live, but if she survived, she'd probably only remember the knife.

 

And considering it was generic and he was leaving it anyways, it wouldn't get the police far.

 

"Now... you're going to cooperate and not make a single sound, or I'll gut you as I would a fish."

 

She whimpered slightly as he approached.

 

He drew the knife blade over her delicate face, not leaving any marks... yet.

"Sir!"

 

Green opened his eyes slowly, lifting his head and looking around his office. He looked up and saw Wilson looking as tired as he felt.

 

"Did you stay up all night, Wilson?"

 

"...No, sir. But I put Harold on night guard."

 

"Oh... knowing him, he fell asleep as you did."

 

Wilson sighed. "I know, sir."

 

"Someone could've gotten us all in our sleep. Jack could've gotten us," Green said matter-of-factly, in a tone of voice denoting a lecture was going to go on.

 

He was interrupted by the telegraph.

 

He turned and took the paper from the telegraph machine. It read as follows.

 

Jack Ripper STOP Knife STOP Dead woman STOP

 

"Another one? Dammit!" Green slammed a fist on his desk. "Under our noses!"

 

Another message was coming through from the same person.

 

Third street STOP

 

"On Third Street? Directly under our noses! He could've trimmed our beards being that close to our nose!"

 

"We're lucky he didn't," Wilson interjected.

 

"She--" he gestured violently to the telegraph-- "was not so lucky."

 

"At least we're in a position to prevent it!"

 

Green was silenced. Wisdom by the young, indeed.

 

Suddenly, another message came through on the telegraph. Unlike many telegraphs which contained sentence fragments and then a "STOP" representing a period (due to how expensive it was to send a telegraph and you were charged by the letter-- not including STOPs), this was eloquently written with descriptive wording.

 

My dear Gotham Police Force STOP I see you have now found my latest victim STOP She was pretty once STOP I have a feeling, however, you won't like the job I've done with her, but no matter STOP I am finished with that such masterpiece STOP If you'd like to know who I am, simply meet me at the docks tonight at eleven of the clock STOP If you're not there, I'll take a victim per night until you show up STOP

The Ripper smiled, waiting for the police on the dock, his top hat brim low and his grin wide, shiny white teeth punctuated by a long, red, slightly pointed nose and heavy eyebrows, with grey eyes and a rosy complexion, yet somehow still worn-looking as an individual. He was tall, like his hat, and his coat was long, like his legs. He wore boots.

 

That was the description Green was given of him from a police cadet who was first to the docks. Shortly afterwards, he was dead.

 

They approached the docks, the warehouses lined up to either side with a shipyard directly in front of them. A voice rang over some speakers, echoing over the river.

 

"Ah, I see you've arrived. If you'll make your way into the warehouse to your left, I believe we have a little game to play..."

Jack the Ripper in a warehouse he's rigged with traps and other such things; Jack is well-built and muscular and knows how to use a knife well. He is armed with an array of personal and generic knives.

 

There are ten GCPD officers in moderate shape and Green is a bit more well-built than the others. They are all armed with a Colt .45 revolver.

 

Who wins? Who dies? Who keeps the spoils?

Realistically, I don't see a man armed with knives and homemade booby traps taking down an entire trained and experienced ten-man entry team carrying firearms all by his lonesome. A couple could die, some will be crippled, several of them injured. But eventually Jack's going to take a bullet.

Good setup and Gotham Police has this. They are used to walking into booby trapped places. Some may end up dead but in the end Jack gets a bullet to the head.

Alright, good set-up, corvette. It would be good to see an arc come of this. Since this is 1890's Gotham, maybe Jonah Hex could swing by from the Old West and get involved somehow.

 

As for the match, Jack is in his element here in the shadows and at night. It's quite possible he'll manange to give the Gotham PD the slip, and likely kill a cop or two in the process.

The normal GCPD are used to getting killed by psychos, they live in a city so overrun by crime that a billionaire had to fund his own vigilantism to try to stop it, but -

 

This is Gotham Police in 1893, you need to remember. Most police forces were not the most dangerous thing in the city.

 

- so they're gonna be less well trained, less experienced, less intelligent, etc, anyway, not that the standard modern versions are much better. Jack can win this, seeing as the cops are in his playground, and he's pretty smart, clearly, although i agree that he might not be able to kill them all. I actually think the most likely outcome is probably Jack escaping alive after killing a few of the cops, and wounding the rest, or some of the rest.
