The devil is an extension of God, therefore the Rider's powers come from God." In Marvel, God/Yahweh(and Jesus) actually exist, and the Spirit of Vengeance works for God/Yahweh. But God/Yahweh =/= TOAA. And Mephisto =/= "the devil". He is simply one Hell Lord, among many(Beelzeboul, Satannish, Lucifer Lightbearer, and Marduk Kurio being some of the most prominent of the others. Lucifer Lightbearer being the one mentioned in the bible, who lead a rebellion against God/Yahweh, and was cast down to hell after the rebellion failed).
