Specifically, the fact that he's half frost giant. In the HP universe, I'm not sure if half-giants aren't as vulnerable as wizards when it comes to magical effects so I will post again when I'm done. If Half giants are indeed a bit resistant to magic, then Loki wins this. EDIT: okay, so half giants are indeed resistant to magic. in the Order of the Phoenix, the ministry attacks Hagrid during Harry's OWL exam up in the astronomy tower, and most of the spells "bounce" off of him. This may be true for the Potter universe but applying Potter-logic to MCU characters isn't useful. They each have their own separate laws, so Loki may be even more or even less affected by spells than the half-giants in the Potter universe because he's from a different universe. If we are to assume Loki is affected by spells normally then I think it could go either way since I didn't think of this before: He could read Loki's mind to predict Loki's battle plans and win if Loki isn't aware of it. (I'm inclined to believe that he would be aware of it) And if that were the case Loki could deceive Voldemort into believing that Loki's illusions are real and counter with a spell of his own. As far as the mind control goes, I'm assuming you're referring to the imperious curse? If that is the case and we are still assuming that Loki is affected normally by spells, then Voldemort wins via mind control to force Loki to stand still as he bombards him with Feindfyre, Killing curses, and reductos. I know this is the movie Loki, but he seems a close match to the comic version. In the comics Loki had a magic duel with Dr. Strange on at least one occasion and overwhelmed him. If loki can use spells like the shield of the seraphim and bolts of bedevilment they can counter Voldemort's combat spells. Here are a few pictures of comic Loki in magical combat. Well, there's this - Unless Voldemort uses Feindfyre or his burst area spell that he used in Order of the Phoenix, both can cover a lot of ground and hit multiple/all illusions at one time. - and there's the fact that Loki still has to be able to harm Voldemort.
