Bills place in the DBZ universe is to destroy planets so new ones can begin. Basically Bills takes decade(s) long naps and will have an agent destroy for him. After all they did destroy the moon twice without it having any affect on the Earth As far as galaxy busting goes in DBZ.....They said Broly destroyed the south galaxy, but I'm pretty sure he did it planet by planet.
