I don't know much about Jojo characters, but I do know that Atomic Robo has good durability as a Robo, is pretty handy in a fight up close, and has an assortment of weaponry for his arsenal.

Jolyne is as durable as a human (or at least peak human considering how much punishment she can take) and luckily, Stands are invisable to everyone but other Stand wielders (considering JoJo has a lack of robots but hints at aliens, its unknown if robots can see Stands). In a sense, Stone Free alone is giving her the upperhand. Also, her ability to unravel into strings could (IN THEORY) leak into a robot and pull him apart. 

Another advantage for Jolyne is something virtually every character in JoJo has is intelligence. Capable of complex plans that can sometimes be considered luck.

I can go on forever on Joylne but I doubt she'd win for a few reasons.

1. I never heard of Atomic Robo and even the offical wiki doesn't give me a hint of his skills. As far as I know, Atomic Robo could create missiles and toss them like basketballs.

 

2. Being made by Nikolai Tesla, I wouldn't be surprised if Robo was a genius in science, weaponry, and navigation. Joylne is more capable at close-ranged combat and even with her intelligence, she CAN fight people much stronger than her and win, but shes still human and therefore is NOT immune to bullets.
