Not only would the gangster not even get a chance to just shoot the Doctor (The Doctor fought in the Time War against millions of Daleks, I think he has enough smarts to disarm someone), but if the gangster does get a lucky shot, he'll just regenerate. As for Doctor Doomsday, I'm pretty sure the Doctor would have worked out Doomsday's weaknesses after a lengthy fight and exploit them somehow, like playing up on Doomsday's ego. If the gangster gets a lucky shot, he will shoot the Doctor again, and he will die. If, for example, the Doctor where sniped, he would die. What complete rubbish. "A lengthy fight"?
