I Dont think SS would have a problem here.The clones weren't anywhere near as strong as the real Fury. Not to mention the Silver Surfer, if I'm interpreting the power cosmic correctly, has a massively diverse attack. Even if the Fury is able to stand up to one kind of energy thrown at it, the Surfer can attack again in a multitude of ways.And the Fury can adapt to it. He withstood everything MJJ threw at him, and if we count one comic series that I can't quite remember right now, Silver Surfer was afraid of the Fury and went to borrow the Ultimate Nullifier from Galactus.
