He utilizes the Quantum Field. Unless you classify a cosmic as someone who is a major player in galactic events, Monarch isn't a cosmic. Here is a list of his abilities and some of his accomplishments. Monarch has the powers of flight, teleportation, vastly powerful energy projection, vast superhuman strength, invulnerability, awareness, manipulation of the quantum field, the ability to access other realities in the multiverse and extreme energy absorption capabilities. So far the only people that have ever been able to injure Monarch are the Earth-16 Chris Kent (who died after performing such a massive attack) and Superman-Prime. After absorbing Major Force and every version of Captain Atom in the multiverse, Monarch's powers are perhaps one of strongest to ever be seen in the DC universe. He was able to beat three versions of Superman and Wonder Woman at one time in Countdown: Arena with one blow, go toe to toe with a Guardian charged Superboy-Prime, incinerate Lobo (who is nearly as strong as Superman) and defeat all of his counterparts, with ease, within a few minutes.
