Being intimidating bigger and stronger has no effect here. It's not a straight up fight. Zira's more conniving. She'd have her pride distract the ogres while others grabbed the kids. Zira is still the better choice of the two, this crazy lioness spent decades planning revenger on Simba. She raised her own son to be a killer. Waited for Kiara to go on her first hunt and had a fire started on the plains so Kovu could rescue her and infiltrate Simba's pride. Then Kovu was to kill Simba when he'd gained his trust. Of course the one thing that ruined that plan was Kovu falling in love. But Zira had a backup plan. Jump Simba in a ravine. When Simba barely escaped that and cost Zira her other son, she was quick to use her son's death and Simba's injury to go to war, her linoesses were actuall fighting together like a unit compared to Simba's pride. My point was she's got the conniving guile and the patience to see it out. Also who would have predicted Kovu falling in love? It's a story trope but no one thinks story tropes are real. And she still had a backup plan, and another backup plan. Zira wont take the two on directly, she'd have her lackeys do that while she sneaks up and snatches the babies away. She's too smart for a direct confrontation. Direct confrontations are what Shere Khan prefers though, him using Kaa seems out of character, their relationship is tepid at best Khan knows Kaa is well.... a snake.
