Skirmisher
No, he's not cosmic, he's quantum. There is a Difference.
treacherous
As I've stated before...he is one of many beings (Jenny Quantum, Captain Atom, Quasar, Quantum Mechanics...etc) that obtain near omnipotent powers thru Quantum energy. It is often confused with the power cosmic because of the sheer power of its users. It's Quantum science, not cosmic. These characters tap into the Quantum field, not the power cosmic. Quasar can actually use his Quantum powers to siphon the power cosmic from others. He's so underrated. Follow the links. Learn. Move on. http://www.newscientist.com/article/dn1670...f-watchmen.html (By the way, Ivan if you're reading...you may like this site.)http://www.dcuguide.com/who.php?name=QUANTUMMECHANICShttp://en.wikipedia.org/wiki/Jenny_Quantumhttp://en.wikipedia.org/wiki/Captain_Atomhttp://en.wikipedia.org/wiki/Quasar_(Wende...s_and_abilities

In DC Quantum Energy is like one of the closest things to it.
Marvel Man
I voted Yes. This is a technicality. Quantum Field? You can call it what you want, but when a character is the symbol of godhood, one who has trouble caring about Earthly affairs, one who's creator meant to be a god, then he's definetly a cosmic. Heck, just pick up his book. Dr. M is clearly the cosmic among men.
treacherous
Your both completely wrong. Power Cosmic is basically the ability to tap into ambient Cosmic energy per the Marvel Database. Cosmic Energy and Quantum energy are different things. Marvel, you should be ashamed of yourself for knowing so little about Marvel (Power Cosmic). The rest of you should be ashamed for failing science (Quantum Energy).

Guest MarvelFan15
What qualifies as a cosmic? The criteria Treach has set, or does it depend on how powerful they are? Umm...I'm going to with the others, and say no. I'll also say, that Dr. M has, and always will be a blue stain on the fabric of time and space compared to Galactus. It's also been described by some writers as an energy itself, an energy with no bounds or limits, an energy that the universe was founded upon. Take your pick. A DC cosmic is a god like being or high level reality manipulator.
