Dredd has faced Xenomorphs and survived. 

In fact, he has done more than survived - Xenomorphs were previously unknown, but are now a classified alien under the Justice department. Meaning the full resources of the department, including their Tek Division, the Psy Ops and more. 

Judge Dredd will have all his weapons and his bike (and both his hand gun and bike can shoot rocket style bullets), so he will have a chance to get away from any horde. Then it is just a matter of surviving - and Dredd has faced the deadly mutations and awful environment of Cursed Earth. 

Assuming a person can survive the environment (which is required for the category of Xenomorph Prime), then Dredd has an excellent chance.

I think Judge Dredd’s previous experience with the Xenomorph’s and the fact that he always carries enough guns and ammunition to hold off a small army will give him the win.
