Marian and Cherry have teamed up. Estel is the boss trying to stop them.

Marian and Cherry make a bet with who can take down the boss first. 

Vote who would beat the Estel, or vote Estel if she can beat both of the heroines.

Flooding the database for my two arcs must have made this at least somewhat easier. Although I also threw in some curveballs that I am curious how you or Leroy utilize in these new character rumbles.

As for this fight, while you can technically beat Estel with Cherry Hunter in Streets of Rage 4, in my mind it canonically requires Axel Stone and/or Blaze Fielding to take her down, and Estel is also a really strong playable character in the Mr. X dlc. So while Cherry is a good character with a unique fighting style, I think this comes down to Marian and Estel. Muscles for days.

I really want to go with Marian because I really like what River City Girls did with her character including hinting at the fact that she is in a polygamous relationship with Billy and Jimmy Lee which is hilarious when you know about the ending of the original Double Dragon game where they fight over her and how in the original games she was Billy's girlfriend, but in the Rage of the Dragon fighting game she is Jimmy's girlfriend. But like I said, Estel had a really good showing in Streets of Rage 4. Hmmm, I will have to think about this.
