But you're going at this as if Galactus is like the Joker or Kletus Cassidy(Carnage), some guy who kills and doesn't really understand it all. Galactus knows what he's doing, he keeps himself hungry for that very reason. And the fact is, he's beyond human emotion, fear, anger, he knows it, and he can shut if off if he so chooses. He doesn't have to discuss what he does with anyone, there's no one that can hold him accountable but himself. And he does that just fine....And you've made my point for me. He's not beyond emotion, though. If he was, he'd not have fallen in love with Nova. He'd not have become angred when Surfer betrayed him. He'd not have become lonely and created Tyrant in the first place. He does keep himself hungry. He does it because he feels guilt for the atrocities he's committed. If he shut off his emotions, why would he care if Abraxus destroyed the universe? He does hold himself accountable for his actions.
