Synch for example has "full awareness and mastery in the utilization of any powers duplicated" - wikipedia also, in the case of both Amazo and Peter Petrelli. they won't have the powers of just 1 member of an opposite team, but All the powers of an opposite team, so just with those two, any team will be fighting twice their own power. and that's not included any powers the members of my team already has, ie. founding members of JLA for Amazo, Superstrength, etc. for Rogue, a wide array of powers for Petrelli, and Meggans own powers. also, to use your own example. try imagining Silver Surfer, Firelord, Terrax, Airwalker and Nova(the herald) as a team. fighting against a team of 5 people who all, individually, have the combined powers of all 5 heralds ie. 5x SS power, 5x FL power, 5x T power, 5x AW power and 5x Nova's power. the original team will definitely have more skill, they will simply be overpowered in a fight. You can maybe steal it using some huge crazy contraption with uber-powerful magic spells or some fine print on a contract, but the Heralds have complete control of the Power Cosmic, you'd have to trick them into giving some to you or use the contraption stated above.
